Large truck accidents and aggressive ticketing
Large trucks account for a disproportionately large share of traffic deaths based on miles traveled. The fatal accident rate for large trucks is 50 percent higher than the rate for all vehicles on the roads.
Deaths large truck crashes have increased approximately 10 percent from 1995 to 1998 compared with 4918 deaths in 1995-5374 deaths in 1998. Large trucks – including tractor trailers, single-unit trucks and some heavy-duty trucks with a gross weight over 10,000 pounds – has a disproportionately large share of traffic deaths based on miles covered. To help reduce accidents and deaths, Congress directed the Federal Motor Carrier Safety Administration (FMCSA) and the National Highway Traffic Safety Administration (NHTSA) to work together to educate motorists about how to share the road safely with commercial motor vehicles (commercial vehicles).
The result of this collaboration was the development of Government Vehicles aggressive ticketing and Trucks (TACT) program-a program for implementing high-visibility traffic that uses communication, enforcement, and evaluation to reduce CMV-related accidents, deaths and injuries.
In the fall of 2004, Washington was elected as the first pilot State TACT program. Based on the success of the Washington State TACT and other traffic control programs, such as "Click It or Ticket, the FMCSA encourages additional states to implement programs TACT road injuries and deaths resulting from accidents between cars and trucks.
The TACT program combines outreach, education and evaluation with specific implementation activities to raise awareness among drivers of trucks and cars that are safe behaviors driving. unsafe driving behaviors may include, but are not limited to: hazardous lane changes, tailgating, failing to signal lane changes, not to give the right of way, speeding and aggressive driving (a combination of two or more behaviors).
MAJOR FACTS truck accident
* 5374 people were killed in accidents involving large trucks in 1998, representing thirteen percent of all traffic deaths. Of these, 78 percent were occupants of another vehicle, 14 percent were occupants of large trucks and 8 percent were occupants. Additional 123,000 people were injured in those crashes. * In 1997, large trucks made up three percent of all registered vehicles and seven percent of all vehicle miles traveled. Without But big trucks up nine percent for all vehicles involved in fatal accidents, and four percent of all vehicles involved in accidents injury and property damage that year only. (NHTSA, 1999)
* In 1998, large trucks were more likely to be involved in a fatal multiple vehicle crashes compared to a single vehicle crash were passenger cars (84 percent of all large trucks in fatal crashes, compared with 62 percent of all passenger vehicles). (NHTSA, 1999)
* One in eight car accidents in 1998 fatal accident was the result of a collision involving a large truck. (NHTSA, 1999)
* The majority of fatal accidents involving large trucks occur in rural areas (67 percent), during the day (68 percent) and weekdays (80 percent). (NHTSA, 1999)
* A loaded tractor-trailer requires 20-40 percent more stopping distance than a car. With an empty trailer, the discrepancy between the truck and the car is even greater. (NHTSA, 1999)
* Of the trucks out of service violations, more than one third of them have problems with the brakes. (Federal Highway Administration, 1998)
* All new tractors and trailers are required to have antilock brakes. antilock braking systems are effective in preventing wheel lockup and loss of driving emergency stop, especially on roads wet.
* Federal regulations allow drivers of large trucks to drive up to 16 hours a day. However, drivers can be compiled by the regulations 60 hours in less than five days by alternating ten hours of maximum permitted continuous driving with the minimum eight hours off duty. Surveys show that many drivers large trucks violate the regulations on hours of service. Studies also show that driver fatigue plays a role in large truck accidents and that drivers are more likely to crash after long hours of driving. (IIHS) The Department of Transportation is currently considering a revision of these hours service rules.
* Nearly 30 percent of large truck drivers involved in fatal crashes in 1998 had at least one previous conviction for speeding, compared with just under 20 percent of passenger vehicle drivers in fatal crashes. (NHTSA, 1999)
